Ready for 2027: FEC-proof in Europe’s new AML landscape

Het Europese AML-landschap verandert snel. Vanaf 10 juli 2027 is de AML-verordening in de hele EU van toepassing, gevolgd door sterker AMLA-gestuurd toezicht en gezamenlijke toezichtteams vanaf 2028.

De boodschap is duidelijk: financiële instellingen moeten voorbereid en FEC-proof zijn.

Dit congres wordt georganiseerd door de kennistafel Financial Economic Crime (FEC) en brengt beleidsmakers, toezichthouders, academici en leiders uit de sector samen om de nieuwe regels te vertalen naar de dagelijkse praktijk. Als je wilt begrijpen wat er verandert, wat dit betekent voor jouw organisatie en hoe je je tijdig kunt voorbereiden, maakt dit congres duidelijk welke verplichtingen, risico’s en aandachtspunten op je afkomen, en geeft het je concrete aanknopingspunten om goed voorbereid te zijn.

Al 10 jaar draagt de Kennistafel Gedrag & Cultuur bij aan kennisontwikkeling en kennisdeling over gedrag en cultuur in organisaties. Dat doen de leden met praktijkgerichte inzichten, inspirerende bijeenkomsten en concrete handvatten voor iedereen die werkt binnen compliance, integriteit of breder betrokken is bij integriteitsvraagstukken.

Op donderdag 24 september organiseert Kennistafel Gedrag & Cultuur haar jubileumcongres met als thema In verbinding. The Expert Group on Financial Economic Crime invites you to a webinar on a rapidly emerging threat to digital identity integrity: Account & Document Farms. The webinar, held in English, will take place on 19 May 2026 from 17:00 to 18:00 (CET).

Criminals have found a new way to exploit the financial system: Account & Document Farms. These organised networks open large numbers of bank accounts through online onboarding, using purchased, stolen or synthetic identities combined with professionally forged documentation. The fully set‑up accounts — including login credentials and supporting documents — are then sold on social platforms for a few hundred euros. The result is “bankingasaservice” for criminals, without any reliance on traditional money mules.

This webinar highlights a rapidly growing phenomenon that has major implications for KYC processes, onboarding, transaction monitoring and fraud detection within financial institutions.

What to expect

We approach this topic from practical experience and international expertise, with speakers specialising in behavioural biometrics, document fraud and the abuse of online onboarding channels. They will provide deep insights into:

  • how Account & Document Farms operate
  • which technologies they use (AI, deepfakes, device spoofing)
  • how large‑scale and professional these networks have become

Op 11 juni organiseren we het VCO Summer Event: een inspirerende bijeenkomst waarin we elkaar ontmoeten, bijpraten en samen vooruitkijken. Een seminar op 4 juni 2026 over de versterking van de poortwachtersrol in accountancy, met inzichten uit wetenschap, praktijk en toezicht op risico’s.

Witwassen en financiële criminaliteit vormen een groeiende bedreiging voor de integriteit van ons financiële stelsel, waarbij accountants een cruciale poortwachtersrol vervullen. Dit seminar biedt een multidisciplinair perspectief op de vraag hoe en waarom accountants hun verantwoordelijkheid moeten nemen. Het combineert juridische, ethische en educatieve invalshoeken en stimuleert de dialoog tussen wetenschap, praktijk en toezicht.

In een tijd waarin financiële criminaliteit toeneemt, is de rol van accountants, compliance‑professionals en toezichthouders belangrijker dan ooit. Daarom brengen we tijdens dit seminar deze werelden samen rond de vraag hoe en waarom accountants hun poortwachtersfunctie verder moeten versterken.

Cryptocurrencies are playing an increasingly significant role in financial‑economic crime. Recent reports show that both the scale and sophistication of crypto‑related criminal activity continue to rise. TRM Labs identified a record $158 billion in illicit crypto flows in 2025, a 145% increase compared to 2024. Chainalysis expects crypto scams to exceed $17 billion in 2025, driven by a surge in impersonation scams and AI‑enabled fraud. AMLBot reports that 65% of analysed crypto incidents originate from social engineering, with investment scams and phishing as dominant attack vectors.

At the same time, the regulatory landscape is shifting rapidly. Within the EU Markets in Crypto-Asset Regulation (MiCAR) has entered into force, alongside​​​​​​​ new AML rules, imposing stricter requirements on crypto service providers and financial institutions regarding customer identification, transaction monitoring and risk management. The EU AML Authority continues to classify crypto as a high‑risk sector, with expanding obligations for CASPs and financial institutions.

These developments make it essential for compliance and FEC professionals to update their knowledge and strengthen their detection and mitigation strategies.
